William R. Picard, AICP, President
William Picard is a Land Use and Environmental Planner, the majority owner and Principal-in-Charge of Advanced Environmental Solutions, Inc. (AES). He has over twenty years of environmental project experience in the restoration of commercial and industrial property. As the president for AES, Mr. Picard is responsible for overall operations.
Mr. Picard has acquired an extensive range of experience, having performed numerous federally funded environmental projects for the U.S. Environmental Protection Agency, National Guard Bureau, U.S. Veterans Administration and the U.S. Army Corps of Engineers, as well as numerous state and privately funded projects throughout New England and New York.
His past project experiences with AES include a targeted Brownfields assessment for the EPA at a defunct fuel station in Greenfield MA, multiple environmental assessments and area reuse evaluations for property at the Hanscom AFB in Concord MA, a comprehensive landfill assessment for the VA facility in Northampton MA, and a comprehensive lead and asbestos survey of the VA facility in White River Junction VT.
Mark S. Deuger, Technical Director
Michael P. Bingham, LSP, LEP, CPG, Program Manager
Michael Bingham has over twenty-five years of professional experience including twenty years of environmental experience and four years of regulatory experience with MADEP. He has conducted environmental site assessments and remedial investigations at Superfund sites, hazardous and municipal waste landfills, commercial and industrial real estate, Brownfields sites, and various government facilities. These assessments have included sites impacted with metals, solvents, PCBs and petroleum hydrocarbons.
Mr. Bingham is certified as a Licensed Site Professional (LSP) in Massachusetts, and Licensed Environmental Professional (LEP) in Connecticut. He has performed LSP activities at hundreds of sites in Massachusetts which involve underground storage tanks and/or petroleum releases, solvents, and metals; many of these sites have been classified as Tier 1 and Tier 1A. Mr. Bingham has extensive experience developing site closure strategies under the revised Massachusetts Contingency Plan; over 300 of his sites have been closed through the preparation of Response Action Outcome Statements, including two site classified as Tier 1A. He is a Certified Professional Geologist in the State of Maine, with specialities in hydrogeology and Glacial Geology.
He also has experience with bedrock and surficial hydrogeologic investigations, fracture trace analysis, soil vapor extraction pilot tests, drilling (air/mud/auger), computer modeling, contaminant transport, site assessments, New England geology, geology of the Western U.S., petroleum geology, petroleum geophysics, and geomorphology.

Charles L. Ramsey, Operations Manager
Chuck Ramsey is an experienced environmental Project Manager with over eighteen years experience in waste management, pollution prevention and inspection services. he is responsible for the direction and oversight of environmental field services in support of prime contracts at Tinker Air Force Base as well as private work throughout the greater Oklahoma City area.
Mr. Ramsey has expertise in lab packing, tank cleaning, waste packaging and removal, and off-site transportation coordination. He has an extensive record of experience in the performance of environmental support services at government installations. He is experienced in the assessment, management and disposal of numerous environmental chemicals of concern, including petroleum fuels and lubricants, heavy metals, and PCBs.
Michael G. King, Field Supervisor
Michael King has over twenty years experience in the environmental field serving the past two years as Field Supervisor for AES, Inc. His diverse experience includes travel throughout the U.S. performing various environmental cleanups, underground storage tank and Level B cleanups, with four years as manager for American Lone Oilfield Services. Mr. King began his tenure in 1990 working for Laidlaw Environmental Services as Remedial Operator. He currently supervises six employees who perform on site support services for AES contracts including Industrial Hazardous Waste Management, Transportation and Disposal; and Dry Filter Booth Support Services.
Mr. King obtained his Associates Degree at Seminole Junior College in Seminole, Oklahoma and attended East Central University in Ada, Oklahoma for two years studying Physical Education and Coaching. While attending ECU, he was the Assistant Coach / Scout for Seminole Junior and High School football.
Rodney K. Smith, Environmental Chemist
Rod Smith has over twenty years of experience in waste management, pollution prevention and inspection services. He is experienced in the assessment, management and disposal of numerous environmental chemicals of concern, including petroleum fuels and lubricants, heavy metals, and PCBs.
Mr. Smith is skilled in base-wide waste management tasks, including maintenance of pollution prevention controls; characterization, management support and transport logistics for the off site disposal of accumulated wastes and materials; and chemical and fuel spill emergency response cleanup and restoration activities.
Mr. Smith holds a BS in Chemistry from South Eastern Oklahoma State with a Minor in Business Administration. He maintains a CDL with hazmat endorsements, and has extensive experience working with heavy equipment in a construction setting. He is an experienced Site Safety Officer for environmental operations, and is familiar with the operation of field instrumentation used to assess worker safety.
Deborah M. Robertson, Contract Office Administrator
Deborah Robertson has over thirty years of diverse experience in office management and administrative support, and ten years experience as waste management administrative assistant; currently serving two years with Advanced Environmental Solutions. Ms. Robertson provides office coordination for the Tinker Air Force Base contracts for Industrial Waste Management, Disposal and Support Services, and the Dry Filter Booth Support Services.
Ms. Robertson is a veteran of the Armed Forces, serving nine years in the U.S. Navy performing the duties of personnelman and yeoman from 1982 to 1991. She served as Branch Head Secretary at the Naval Military Personnel Command in Washington, D.C.; Ship's Office Secretary aboard the USS Point Loma (AGDS-2) in San Diego, CA; and was stationed at Personnel Support Detachment, North Island Naval Air Station in San Diego, CA. She provided officer and enlisted support for the Educational Services Office, Personnel Accounting, and served as the Record Vault Supervisor prior to her honorable discharge. Ms. Robertson earned two Good Conduct Awards, held a Secret Clearance, and was a member of the Drug Screening Team.
During her military service, Ms. Robertson obtained training relating to environmental concerns, firefighting, damage control, chemical warfare, surface warfare, shipboard security, navigation and communications. She completed numerous courses including sociology, psychology, computer programming, legalman, yeoman, disbursing / accounting. Upon completion of her military service, she attended San Diego Business College for one year studying computerized banking and finance with accounting, oral communications and word processing. She completed courses while attending National University in San Diego, CA to include Oral Communications and Programming in BasicA.
